The Council of Ministers (CdM) has approved a decree that directly affects the world of work in Italy and also sets dates for the replacement of the social program Citizenship Income.
“We approved the labor package on a day dedicated to the government and workers. We also introduced important measures to support families with an intervention on the tax burden and there is an intervention, announced some time ago, which is the introduction of a new social inclusion instrument, the inclusion check”, said the Minister of Labor, Marina Elvira Calderone.
In total, there are seven main points:
Taxes: The cut in the tax and contributory burden for five months will increase by another four points. For the remuneration periods from July 1st to November 30th, the extension of the exemption will increase from the current two points to six points for income up to 35 thousand euros; and from the current three to seven points for income up to 25 thousand euros.
Business well-being: Only for 2023, the document indicates that “the values of goods transferred and services provided to workers with children do not contribute to income formation, nor the sum given or reimbursed by employers for the payment” of essential bills, such as water, electricity and gas up to 3 thousand euros.
Inclusion check: It will arrive on January 1, 2024 as a “measure to combat poverty, fragility and social exclusion”, aimed at families in which there are people with disabilities, minors or elderly people over 60 years old and which could reach 500 euros per month (630 euros if made up of people over 67 years of age or with severe disabilities), to which 280 euros will be added if they pay rent.
It will be maintained for 18 months and may be renewed, after a break of one month, for periods longer than 12 months. You must have lived in Italy for at least five years and have a family income of no more than 9.360 euros. To receive the benefit, you must register with the Information System for Social and Worker Inclusion (Siisl).
Activation instrument for work: For those who can be employed, it will start from September 1st. Participation in training courses, professional qualification courses or projects useful to the community is mandatory and the benefit will be 350 euros — with a maximum duration of 12 months, non-renewable.
Hiring incentives: Employers who hire beneficiaries of the “inclusion check” program with open-ended or apprenticeship contracts will be granted, for 12 months, a 100% exemption from social security contributions, up to a limit of 8 thousand euros per year (50% if for fixed-term or temporary contract).
Fixed-term contracts: Fewer links on reasons for renewals beyond the year (not required up to 12 months) and up to 24 months. The change is entrusted to collective agreements or, pending contractual provision, identified by the parties for technical, organizational or production support needs (in this case, in any case, until December 31, 2024).
Voucher: The margin for so-called occasional work benefits is increased from 10 thousand euros to 15 thousand euros for those working in the congress, fairs, events, spa establishments and amusement parks sectors. (With information from Handle)
