The ISEE (Equivalent Economic Situation Indicator) is an index used in Italy to calculate the economic situation of a family nucleus.
The number is used to determine access to subsidies, discounts and exemptions offered by the government.
The calculation takes into account annual income, assets, number of family members and any physical disabilities. The result expresses the group's “financial position” in relation to the national average.
The ISEE is required in requests for assistance such as the daycare bonus (daycare bonus), discounts on electricity and gas bills, exemptions in the public health system and reductions in university fees. It is also used in housing programs and incentives for property renovation.
How to request the ISEE certificate
The ISEE number is not generated automatically. You must present a Single Substitute Declaration (DSU), declaration with information on income, assets and family composition.
The declaration can be completed directly on the INPS (National Institute of Social Security) website, where some fields are already pre-filled with data from the Italian Federal Revenue Service (Inland Revenue). It is also possible to count on the help of an accountant (business consultant) or a tax assistance center (CAF).
After completion, the DSU must be sent to INPS or delivered in person to CAF.
The ISEE certificate is issued after data analysis and is valid until December 31 of the year in which it was requested.
Personal documents of the applicant and family
The first category brings together documents that identify the declarant and the members of the family nucleus who live in the same residence:
- Identity card, for Italian citizens;
- Residency Permit, for foreigners with legal residence in Italy;
- Tax Code of the applicant and all members of the family group;
- Registered lease agreement, if the property is rented;
- Certificate of disability, if applicable, in addition to proof of expenses for personal care or hospitalizations in long-term care facilities.
The other categories of documents include information on income and assets, which must be declared to complete the DSU form and enable the issuance of the ISEE certificate.
