According to the newspaper Il Tempo, studies and a dossier from Italian intelligence classify Ceuta as a center of radicalization and jihadist recruitment, with dozens of people from the region having left to fight in Syria and Iraq. The report, cited by Corriere della Sera, would justify the Meloni government's decision to reinforce border controls and temporarily suspend the Schengen Agreement.

Data collected by the newspaper Il Giornale shows that 48,9% of prisoners convicted for activities linked to the Islamic State in Spain since 2013 were born in Ceuta, and 22,1% in Melilla. Italian intelligence is also monitoring WhatsApp chats and Facebook groups with messages suggesting coordinated action for the period. One of them says: “Colpiamoli il giorno 10 e non l'11” (roughly translated as "We're killing people on the 10th, not the 11th").
