The city of Milan leads, for the second consecutive year, the ranking of Italian cities with the best quality of life.
The list is the result of research conducted by ItaliaOggi e Ital Communications in partnership with Sapienza University of Rome.
The study assesses 107 provinces based on nine dimensions: business and work, environment, education and training, population, crime and security, income and wealth, social security, health system, tourism, entertainment and culture.
In 2025, the overall quality of life was considered good or acceptable in 60 of the 107 provinces assessed.
Top 10 best quality of life in Italy
Milan came in first place, driven by results in services, income, infrastructure and economic dynamism.
Bolzano, in the north of the country, comes in second place, maintaining high performance in business and work for the fourth year in a row.
Bologna secured third place, followed by Florence, which leads among cities in Central Italy. Monza and Brianza are tied for fifth place.
Next are Trento (6th), Padova (7th), Verona (8th), Parma (9th) and Reggio Emilia (10th).

Cities on the rise and fall.
Among the positive highlights, Lucca climbed 27 positions compared to the previous year. Gorizia, on the other hand, experienced the biggest drop in the ranking, falling 26 places. The last positions were occupied by Reggio Calabria, Crotone, and Caltanissetta, which appears in last place.

The survey divided the provinces into five territorial groups: Mediterranean, Francigena, Adriatic, Padania, and Metropolis. This division allowed for a more precise identification of regional dynamics. The North and Center remain in the leading positions, while the South shows some progress, without significantly reducing the gap with the other regions.
