Who evades taxes the most in Italy? 2025 tax ranking reveals the most and least trustworthy professions.

Doctors, accountants, labor consultants, engineers, and healthcare professionals appear among the most trusted categories in the eyes of the... Italian tax systemAt the opposite end are restaurant owners, street vendors, taxi drivers, non-profit drivers (NCCs), and car dealerships.

The numbers, according to Corriere newspaper This Sunday (31), they come from the 2025 income tax returns and were compiled by the Italian Ministry of Economy and Finance (Mef). In some categories, more than 60% of taxpayers are considered reliable. In others, this rate does not exceed 30%.

How does the tax invoice work?

Italy assesses companies and self-employed individuals through ISAs. (Synthetic Reliability Indices), a kind of tax report with a score from 1 to 10. The value 8 corresponds to the average approval rating. From this point on, the taxpayer is considered reliable in the eyes of the tax authorities.

Among the highest-rated professionals are doctors, with 80,2% of taxpayers above the cutoff score of 8. Next come accountants and labor consultants (63,4%), engineers (60,5%), paramedics (60,3%) and dentists (57,7%). In the group with the lowest reliability, restaurants register only 29,2% of taxpayers above the cutoff score. Dealerships total 31,2%, taxi drivers and NCC 31,5%, street vendors 31,6% and bakeries 32,1%.

Differences in declared income

A comparison between those with scores above and below 8 reveals contrasts in almost all categories. Doctors with an ISA score higher than 8 declare, on average, 102.800 euros per year, while those below that score declare 37.700 euros.

Among taxi drivers and NCCs (Not Certified Accountants), the average annual income drops from €54.500 (above 8) to €33.200 (below 8). In restaurants, the difference is even greater, from €65.400 to €15.600. The most reliable accountants declare an average of €139.200, compared to €50.900 for the least reliable. Among dentists, the average falls from €105.400 to €42.700.

High reliability, but not for everyone.

Overall, the fiscal reliability of VAT numbers It has grown compared to the past, also driven by the biennial preventive agreement. However, the progress does not reach all categories.

Food markets saw a 16% increase in the share of trusted contributors. Psychologists rose 10%, surveyors 9,2%, architects 7,2%, and law firms 6,6%. Conversely, trust fell among street vendors (15,9%), sales representatives (11,8%), and car dealerships (9,5%). The decline from pharmacies (20,3%) is mainly attributed to the decline in revenue after the peak of the pandemic. Tobacco shops (6,3%), bars and confectioneries (2,6%), furniture stores (1,3%) and butchers (1,2%) also declined.
