The partial liberalization of cannabis adopted in Germany in 2024 transformed the country into the largest regulated market for the sector in Europe. Imports of medicinal cannabis grew more than sixfold, from 8.143 kilograms in the first quarter of 2024 to 50.539 kilograms in the first quarter of 2026, according to data from the Financial Times cited by the newspaper Il Sole 24 Ore.
A study by the University of Hamburg estimates that by 2025, more than 200 tons of cannabis would be available in Germany, of which 2,6 tons would be produced domestically. In the same year, the market was worth approximately $997 million, according to Prohibition Partners. Reform remains at the center of German political debate, and the government is considering restricting access to medicinal cannabis to limit abuse in prescriptions.
The Hamburg study also points to an increase in hospitalizations related to cannabis. Total consumption remained practically stable, and crimes related to the substance fell by about two-thirds.
