Italy has begun the definitive replacement of paper civil records with digital documents. The new model applies to birth, marriage, death, and citizenship certificates. The digitization is integrated into the National Computerized Archive of Civil Status Records. (Ansc), a platform created by the Ministry of the Interior and managed by Sogei.
In November, Pordenone, in Friuli Venezia Giulia, completed its entry into the system. The city began drafting, signing, and storing all civil acts digitally, without printing, manual signatures, or scanning.
The first official record issued in the system was a marriage, on November 29th. On the same day, a birth was registered with the digital signature of the parent and the civil registrar. The city also issued a transcription of Italian citizenship by naturalization, already in a digital environment.
Pordenone is an example that represents the beginning of a change in a historically bureaucratic structure. For those awaiting the transcription of documents after the recognition of Italian citizenship, digitization promises to reduce processing times, minimize errors, and avoid rework due to inconsistencies.
The project has the support of the Ministry of the Interior and the Digital Transformation Department of the Presidency of the Council of Ministers. According to the authorities, digitization will reduce processing time, paper volume, and margins of error.
Documents can be signed using SPID. (Public Digital Identity System) or by electronic identity card. Special cases still allow for a manual signature.
The city of Ascoli Piceno has also switched to the new system. As a result, the paper records used since 1866 will be officially deactivated after 159 years of continuous use.
"The end of paper records is not just a technological upgrade, but a cultural shift that will improve the efficiency and quality of services," stated Mayor Marco Fioravanti. to the newspaper Il Resto del Carlino.
Digitization is aligned with the National Recovery and Resilience Plan (PNRR) and a national process already underway. Four months after the activation of Ansc, more than half of Italian municipalities have already joined the new system.
