The requirement for a certified email address, known as PEC, was left out of the new Italian Traffic Code. The Minister of Infrastructure and Transport, Matteo Salvini, stated that the proposal to link requests for issuing and renewing driver's licenses, vehicle registration, or inspections to a digital address will not be included in the text. "No mandatory requirements and no new linkages," the minister said, according to the newspaper Il Messaggero.
PEC is the certified email address used in Italy for legally binding communications. For ordinary citizens, having one is optional. It is mandatory for certain categories, such as companies and professionals registered with professional councils and registries. The service is contracted through market operators, with costs starting from a few euros per year and increasing for plans aimed at professionals and companies.
According to the draft of the reform, drivers and motorcyclists would need to have a digital address registered with INAD, the national index of digital addresses. This address would be required for vehicle inspections, new car registration, transfer of ownership of used vehicles, new registration in case of loss or theft of the license plate, and registration in Italy of a vehicle with a foreign license plate.
