Italian consulates in Brazil issued a total of 416.353 passports in the last 10 years, according to data from the General Council of Italians Abroad (CGIE) and provided to the Italianism.
The Italian Consulate General in São Paulo, the largest in the country, was responsible for issuing 179.386 of these passports, representing 43,08% of the total.
In 2020, at the height of the COVID-19 pandemic, the São Paulo consulate recorded a 77,08% drop in the issuance of passports compared to the previous year, from 25.698 in 2019 to just 5.891 in 2020. However, in 2023 , the consulate recovered and reached a record, issuing 32.929 passports.
Increased productivity and revenue
The increase in productivity in issuing passports is one of the main highlights of the data collected by CGIE. All consular units have registered significant growth in the issuance of travel documents over the last 10 years.
The most notable example is the Consulate General of Belo Horizonte, which between 2014 and 2023, increased the issuance of passports by 513%, while its civil registration grew “only” 113%.
The Consulate General of São Paulo increased the number of passports issued by 218%. Porto Alegre, on the other hand, showed the lowest growth among consular units, with 62%.
Features and limitations
All seven consular units in Brazil raised a total of 48.296.948 euros from issuing passports over the last 10 years. This value is equivalent to approximately R$269.765.021,00, considering the euro exchange rate at R$5,57.

Although the revenue is significant, the resources from issuing passports cannot be used freely by consulates. The management of these funds depends on the central administration of the Italian government, he explained in the note, Daniel Taddone, CGIE advisor.
