According to the newspaper Corriere della Sera, the Netherlands announced that it will reactivate the mechanism for expelling so-called "duplicants," asylum seekers who must be returned to their first country of entry into the European Union. The Dutch government was the last, among those most exposed to migratory flows, not yet to have made a statement. Announcements came first from Germany, Austria, and Switzerland, followed by Finland and Sweden. Helsinki stated that the entry into force of the Pact allows for the resumption of transfers to Italy and that repatriations are being prepared. Stockholm said that transfers are now working better.

The number of people that Scandinavian countries intend to send back is still undefined, as is the case for Germany and Austria. From Switzerland, it would be around 600. The retroactivity of the Pact also remains open: the Italian government argues that the rule does not apply to arrivals prior to June 12, 2026, when the text came into force, but the point is ambiguous.

According to French government sources cited by Ansa, Paris has decided not to join the countries returning migrants to Italy. The Spanish Interior Ministry said it prefers European solidarity mechanisms to "isolated bilateral restrictions." The Italian opposition is attacking the government and calling the hard line adopted in Ceuta a boomerang.
