Approved in September, the Varese Chamber of Commerce program in Lombardy is already beginning to attract new residents with a financial incentive of up to 6 euros – approximately R$38.
Aimed at young people between 18 and 40 with employment contracts in the province, the project offers an annual voucher worth €2 for three years, totaling €6 per person. The amount is tax-free and can be used in local businesses.
In just one month of operation, the program received 220 requests for information. Twenty of them came from Switzerland. "They are managers, families, and workers impacted by the high cost of living in the neighboring country," Mauro Vitiello, president of the Chamber, told Italian TV Etv.
The goal, according to Vitiello, is to make the program a "gateway" for those who want to explore and live in the region. Initial participation has been high, particularly among engineers. Six benefits have already been granted, all to young people from outside Lombardy.
The program has an initial fund of 300 thousand euros, which has already been doubled due to high demand.
Rules for participation
People who can apply for the benefit are:
- between 18 and 40 years old on the date of registration;
- Italian citizenship, citizenship of a European Union country or valid residence permit;
- annual family income (ISEE) of less than 40 thousand euros;
- new employment contract from July 1, 2025 — permanent or temporary (minimum 12 months), full-time or part-time, or apprenticeship contract.
The contract must be with an active company registered in the province of Varese. Residency in the province must be formalized within 90 days of starting work.
The amount is granted in the form of a voucher, valid between 2025 and 2027, and can be used to purchase local products and services.
