The Italian Parliament experienced one of the noisiest sessions in recent years this Friday (24). On the verge of expiry, the Chamber approved the Security Decree By a vote of 162 to 102. However, the outcome brought a twist: the government had to "correct" the law immediately after the vote to meet the demands of the Quirinale Palace.

Legal Wild West: The "lawyers' bonus"

The rule that caused an international uproar — the payment of 615 euros to lawyers who would "convince" immigrants to return to their countries. — was amended by a corrective decree approved by the Council of Ministers (CDM) shortly after the session in the Chamber.

The changes approved this Friday by Sergio Mattarella:

  • The end of "reward for results": Payment is no longer tied to the success of the voluntary return. The professional is paid for the administrative assistance provided, regardless of the final result.
  • Extended assistance: The role of assisting in the repatriation process is no longer exclusive to lawyers, and can now be performed by mediators authorized by the Ministry of the Interior.

A duel of hymns and resistance.

Friday's session was marked by the symbolism of the eve of... Liberation Day (April 25)Opposition MPs began their work by singing. “Bella Ciao” and displaying copies of the Constitution, accusing the government of authoritarianism. Giorgia Meloni's allied base responded in kind, chanting the Hymn of Mameli (National anthem).

Deputy Prime Minister Matteo Salvini criticized the opposition's chorus: "I respect the national anthem, but singing Bella Ciao here seems disrespectful to me. This isn't a music festival.".

What comes into effect now

Despite the setback in the bonus, Giorgia Meloni celebrated the approval of the rest of the package, stating that the "Legality is non-negotiable"The new rules strengthen the fight against:

Violence and urban decay: Measures to reduce crime in public areas and improve social order in cities.

Illegal occupation of properties: Stricter punishments for those who illegally invade or remain on other people's property.

Common and widespread crime: Focus on recurring crimes that affect the daily safety of the population.

Illegal immigration: Stricter control rules and faster processing of returns for undocumented immigrants.
