Unsurprisingly, the Italian Senate approved this Saturday (28) the Budget Law 2025which includes changes to the fees charged for the recognition of Italian citizenship by descent (jus sanguinis). The changes will take effect on January 1st.
The text, approved by 108 votes in favor and 63 against, significantly increases the costs for administrative and judicial processes, in addition to authorizing Italian municipalities to institute new local taxes.
What changes?
- Consular fee: increases from 300 to 600 euros (R$ 3,9) per applicant of legal age.
- Collection in municipalities (comuni): may establish fees of up to 600 euros for administrative processes for recognition of citizenship and up to 300 euros for issuing old certificates.
- Court lawsuits: there will now be an individual fee of 600 euros per applicant, replacing the previous model of charging per family group, which was 545 euros (R$3,5 per process).
The new fees directly impact those who have not yet submitted documentation or paid the current fees.
What doesn't change?
- Right to citizenship: remains guaranteed, without generational limits.
- Proficiency test: there is no requirement for language certification.
- Document transcription: remains exempt from charges, as is registration with AIRE and minors at the consulate.
- Passport issuance fee: remains unchanged.
According to MP Fabio Porta, the measures seek to discourage citizenship applications by people of Italian descent. “This is a series of measures aimed at discouraging citizenship applications by people of Italian descent,” he said.
In addition, the 2025 Budget Law brings benefits to Italian families, such as a bonus of one thousand euros per child born or adopted, tax reductions for workers and incentives for the purchase of household appliances.
