Traveling in Italy requires extra caution behind the wheel, especially in some cities that lead the rankings for fines per capita. According to data from the information system on public entity operations, organized by the Ministry of the Interior, in 2024, several cities—many in Toscana — recorded a high average of sanctions, mainly impacting tourists.

Siena leads national ranking

Siena appears at the top of the list, with an average of 171 euros in fines per inhabitant, considering its population of 52.991 people. Most violations do not fall on residents, but rather on visitors who are unaware of local regulations or fail to notice the signs.

Florence ranks second

With 169,77 euros per inhabitantFlorence came in second. The city, one of the most visited in Italy for its historical and artistic heritage, records a high number of fines in central areas, especially in limited-traffic zones, which often surprises tourists.

Milan closes the podium

Milan appears in third position, with an average of 149,75 euros per residentWith over 1,36 million inhabitants, the city collected a significant sum in fines — part of a total of more than 360 milhões de euros among the ten most penalizing cities in the country.

Pavia and Padova among the highlights

Em fourth place, Pavia recorded 99,20 euros per inhabitantfollowed by Padova with 93,98 Euros. Both are notable for their restricted circulation zones and the use of radars in urban areas.

Grosseto and Bologna maintain high rates

Grosseto had an average of 89,40 Euros per resident. The city uses electronic radars spread across vast areas, which mainly target out-of-town drivers. Bologna, with a population of over 390 thousand, had an average of 89,23 Euros, occupying the seventh position.

Potenza and Pistoia also appear in the ranking

Potenza was in eighth place with 80,98 euros per inhabitant, and Pistoia right behind, with 79,59 Euros. According to Mayor Alessandro Tomasi, the increase in Pistoia is due to increased inspections and the growth of tourism.

Mantova closes the top 10

Em tenth place, Mantova appears, with 77,87 euros per inhabitant, in a city of nearly 50 residents. As in other tourist cities, the presence of visitors directly influences the numbers.
