Salvini presents proposal to limit citizenship until the second generation
Deputy Prime Minister and Interior Minister Matteo Salvini – of the xenophobic Lega party – will present a decree on immigration to the Council of Ministers, chaired by the current Prime Minister of Italy, Giuseppe Conte, this Friday (07) in Rome. Among the new measures are the creation of a Return Fund, to encourage immigrants to leave the country, and a halt to the granting of Italian citizenship.
The measure, which consists of 15 articles (read the explanatory report – in Italian), brings “urgent measures to issue temporary residence permits for humanitarian needs, as well as international protection, migration and citizenship”.

If approved, the decree should set a limit on the transmission of Italian citizenship. 'iure sanguinis' (blood right) for only up to the second generation, that is, for even grandchildren of Italians. Today, as it stands, there is no generational limit for applying for citizenship.
The Supreme Court reaffirmed: citizenship is born with the person.
- New legal front opened
- Processes can still be filed.
- Individual assessment before any decision.
In Brazil, 30 million descendants of Italians, who are potential candidates to acquire Italian citizenship, would be affected by the change – including the 450 who are on waiting lists at consulates. Italy does not have the legal concept of acquired rights as Brazil does.
