Venezaflix: Italian citizenship blocked in Venice Court

Survey reveals the overload of judges in Venice in Italian citizenship processes via ius sanguinis.

The updated survey on the workload of judges at the Court of Venice, in the proceedings of Italian citizenship via ius sanguinis (right of blood), brought against the queue of consulates, exposes a scenario of high procedural volume and increasing delays.

With the delay in administrative recognition, many descendants resort to legal means to guarantee their citizenship.

However, as per the tool's monitoring Veniceflix, which assists applicants in following up on their cases, the situation appears to have gotten out of control at the Venice Court.

Judges more overburdened

Although there is a balance in the distribution of cases among judges, some stand out for their inefficiency.

the judge Giuseppina Zito, for example, is responsible for 5.205 active cases, of which 3.172 do not yet have a hearing date. The completion percentage, according to data from Venezaflix, is only 11,49%. The most distant hearing under Zito's responsibility is scheduled for 20/12/2027, and the oldest action protocol without a hearing is from 02/01/2024.

Gabriella Favero, with 5.227 active cases and 3.629 without a hearing, has an even worse completion percentage than Zito: 10,81%. The most distant hearing under the responsibility of Judge Favero is scheduled for 18/05/2027, and the registration of the oldest case without a hearing is from 17/02/2023.

More efficient judges

Among the judges with the highest caseload, some stand out for their efficiency in handling cases.

The judge Fulvio Tancredi has 5.253 active cases, with a completion rate of 28,42%. Despite the high number of cases without a scheduled hearing (2.302), its completion rate is higher than that of most judges. Its most distant hearing is scheduled for 11/06/2026, and the oldest case without a hearing was registered on 22/05/2024.

Another efficient judge is Giovanni Calasso, with 5.260 active cases and a completion percentage of 24,32%. Although it has 3.887 cases without a scheduled hearing, it maintains a good pace of completion. Its most distant hearing is scheduled for 22/04/2025, and the oldest case without a hearing was registered on 04/09/2023.

Delays and impact on applicants

The waiting time to obtain the protocol number (RG) has been one of the main concerns. In 2025, around 6 thousand protocols of new actions were already generated, but the number may be higher: the period for issuance, which used to be one business day, can now reach three months.

Applicants who deposited their shares at the end of last year - to avoid the 600 euro fee per applicant - still awaiting the release of protocol numbers.

How the Venezaflix tool works

The tool Veniceflix allows detailed monitoring of processes Italian citizenship at the Court of Venice. The service offers daily reports with up-to-date information, including detailed progress of cases and hearings and statistics on the workload of judges, for example.

The service has a monthly contribution of R$10 and offers both group and individual monitoring, allowing participants to stay informed about each stage of the legal process.

With the overload highlighted and the delays in issuing protocol numbers, the expectation is that applicants will face a long waiting period before their processes are completed.
