The unified text of the Italian citizenship reform was presented to the Constitutional Affairs Committee, which deals with the so-called Ius scholae, or the right of foreign minors to become Italian citizens after completing a cycle of studies.
The proposal is from the deputy of the 5 Star Movement, Joseph Brescia, president of the commission and rapporteur.
According to the text that the Italianism had access, acquired Italian citizenship. the smallest foreigner born in Italy, “who has resided legally and uninterruptedly in Italy” or who entered when under 12 years of age.

According to the text of the project, the interested party, within two years after reaching the age of majority, may decide renounce Italian citizenship if you have another citizenship.
Projects in Parliament
So far, they have been presented to the Chamber's Constitutional Affairs Committee three texts on the right to apply for Italian citizenship by foreign citizens.
The texts range from the recognition of ius soli up to the more “moderate” right to jus culturae.
The first proposal is signed by Laura Boldrini, from the Democratic Party (PD). Another proposal was presented by deputy Matteo Orfini, from the Democratic Party (PD), and the last text was signed by deputy Renata Polverini, from Forza Italia. The three are members of parties aligned with the Italian left.
But discussions on the topic were interrupted several times, until they finally stalled due to the clear opposition of the center-right forces and the differences that also exist within the center-left forces.
Now Giuseppe Brescia's basic text focuses exclusively on Ius scholae.
The Italian citizenship law currently in force, which turned 30 years old (February 5, 1992, No. 91), provides for... jus sanguinis. The Italian legal system also recognizes the alternative criterion of ius soli, although it only makes it available for limited cases.
Italian citizenship can also be acquired through recognition of parentage. Finally, there are special provisions regarding the acquisition of citizenship by foreigners or stateless persons who have married Italian citizens.
