A Budget Law 2025 is currently undergoing intense analysis in the Italian Parliament, with more than 3.000 amendments submitted. Although not all of them will be approved, the proposals most aligned with the government's priorities have great potential to shape the final text, the final vote on which is scheduled for December.
One of the points that most attracts the attention of the Italian-Brazilian community is the Article 106, which provides for a fee of 600 euros per applicant in recognition processes Italian citizenship.

Main proposed amendments to Article 106
- Funding destination: direct the amounts collected directly to the municipalities, alleviating local administrative costs.
- Exclusion due to unconstitutionality: argues that the charge may violate the principles of equality and access to justice.
- Reduction of value: suggests reducing the fee from 600 to 300 euros, making the process more accessible.
In the amendment presented by deputy Fabio Porta (PD), for example, the claim is “the irrationality of a multiple contribution to the same procedural issue, since in most joint civil proceedings the rule is a single unified contribution amount for the entire proceeding.”
How would the fee work?
Currently, the cost of a legal process for the recognition of Italian citizenship is 545 euros per action, regardless of the number of claimants. With the new rule, each person involved in the process will have to pay 600 Euros, which can represent a significant increase in costs, especially for families filing joint applications.
The presidential decree details:
“For disputes concerning the recognition of Italian citizenship, the contribution due is 600 euros per applicant, even if the application is joint.”
If approved, the measure could make it more difficult for families to access these legal processes, especially those with limited financial resources.
Next Steps
Parliament must evaluate the amendments and decide whether to maintain or adjust the proposal. The final text of the Budget Law 2025 will be voted on by the end of December, with effect from January 1st.
