The Brazilian Democratic Movement (MDB) released an official statement on Tuesday, March 30, 2025, repudiating the Decree-Law No. 36, approved in Italy on March 28. The measure, signed by Italian Minister Antonio Tajani, abruptly changes the rules for recognizing Italian citizenship.
The party claims that the change directly affects around 30 million Brazilians of Italian origin.
According to the MDB, the decree was imposed without debate in the Italian Parliament and disregards the historical, cultural and social ties between Brazil and Italy. “We express our indignation and repudiation,” the document says. in Italian, signed by federal deputy Rossi Whale, national president of the party.

The MDB highlights the relevance of the Italian presence in Brazil, noting that thousands of Italian-Brazilians have held public office in the country and that companies of Italian origin have significant weight in the national economy. The text also highlights that the Italian citizenship should not depend on place of birth, but rather on ancestry and respect for citizens' rights. “Valuing this heritage is essential to recognizing Brazil's multicultural identity,” the note states.
Request for immediate revocation
In the statement, the MDB requests the revocation of the decree and the reestablishment of the rights of Italian citizens born or residing outside Italy. “Long live Brazilians and Italians!”, the document concludes.
