The Italian consular network underwent 136 inspections between 2023 and 2024. The number rose to 192 with the 56 visits made up to October 17, 2025.
The inspections took place following allegations of corruption involving officials and fraud in the issuance of passports and citizenships. The report was released in response to a question from the Italian-Argentine congressman. Franco Tirelli, according to the Aise news agency.
According to the Undersecretary of Foreign Affairs, Giorgio Silli, the inspections have resulted in 31 disciplinary proceedings since November 2023 and five suspensions pending investigation. When there was suspicion of a crime or damage to public funds, the cases were sent to court.
Focus on Latin America
Most of the investigations took place in countries with high demand for Italian citizenship "iure sanguinis," like Latin Americans. In some positions, irregular practices were found that led to the suspension of employees.
The Ministry of Foreign Affairs also highlighted the strengthening of control missions, with support from agencies such as the State Police and the Financial Police. This action aims to expand the fight against fraud and improve services for Italians abroad.
Changes in legislation
The high volume of citizenship applications has put pressure on the consular network. Until recently, there was no generational limit for recognizing the right to citizenship by descent.
In May 2025, a new decree reduced this loophole and proposed changes to the way requests are processed. A bill already approved in the Chamber of Deputies stipulates that the Farnesina—the Ministry's headquarters in... Roma — centralize the analysis of requests made abroad.
This would allow consulates to focus on services for already recognized Italians, reducing queues and waiting times for those still awaiting a response.
