These new citizens represent a technical and intellectual elite that could make significant contributions to the Italian economy. The lack of welcoming and incentive policies means Italy is missing the opportunity to absorb talent that already has legal and cultural ties to the country.

Without channels for professional integration, the passport ends up being seen only as a tool for mobility.
