The Confederation of Italians in the World (CIM) expressed indignation and strong opposition to the decision of the Italian Constitutional Court regarding citizenship. The court rejected questions of constitutional legitimacy concerning Decree-Law No. 36/2025, the Tajani Decree, which became Law No. 74/2025.

Sentence no. 63/2026, published last Thursday (30)The Italian government confirmed the new restrictive rules for the recognition of Italian citizenship by descent. For the CIM (Italian Parliamentary Commission), the decision represents a serious cultural, legal, and political setback for millions of descendants.
The new legislation establishes that those born abroad with another citizenship are not considered Italian citizens from birth. The rule provides specific exceptions for those who submitted their application by March 27, 2025.
Other exceptions include cases where the parent or grandparent was exclusively an Italian citizen. Applications are also accepted for children of parents who resided in Italy for two years prior to birth.

The CIM states that the decision is a "historical wound to Italians around the world." The organization argues that citizenship by descent (ius sanguinis) is the legal recognition of a historical continuity based on memory and identity.
The organization disputes the Court's view, which classified the rule as an "original preclusion to acquisition." According to CIM, this interpretation ignores the reality of Italian communities abroad.
The confederation requested the immediate establishment of a permanent national working group on the topic. The group wants the participation of associations, committees, CGIE and other representations of Italians abroad.
The movement also demands a stance from the Italian regions. The CIM points out that the restriction is occurring while Italy faces a demographic crisis, the depopulation of small towns, and a lack of skilled labor.
The organization emphasizes that the political responsibility now lies with Parliament. The goal is to prevent the ruling from legitimizing a definitive policy of exclusion for descendants of Italians.

The Confederation of Italians in the World (CIM) is an international organization that represents communities of Italian descendants and emigrants abroad. The organization has representation in 34 countries and coordinates hundreds of local associations.
The strength of the CIM lies in the coordination between the Comites (Committees of Italians Abroad) and the CGIE (General Council of Italians Abroad). The main objective is the defense of the civil and political rights of the Italian diaspora.
