Dissatisfaction with the Negative Naturalization Certificate (CNN) system has led citizens to intensify pressure on the Brazilian Ministry of Justice. With the support of groups linked to Italian citizenship, users have initiated a new email campaign demanding changes. in the current CNN format, which continues to generate separate certificates for each registered name variation.
The most recent change to the Naturalization Data system, implemented in November 2025, allowed for the inclusion of up to five spelling variations. However, the system still issues an individual certificate for each name, which keeps the costs multiplied with certified translation and apostille.
"I heard today about a person with twelve variations who had to pay out more than 3.500 reais," he reported. John Paul Perim Zago, one of the participants in the mobilization. The group began sending emails directly to the National Secretariat of Justice (SNJ), the Department of Migration (DEMIG), and the Naturalization Division (DINAT), demanding a solution.
The messages demand that the Ministry modify the system to consolidate all spellings into a single document. In the previous model, known as e-Certidão, this unification was already possible. The current practice is unprecedented in its individualized billing based on variations, and, according to users, represents a direct loss to citizens.
“When multiple certificates are issued, the cost to the citizen is multiplied exponentially,” says Zago. The proposal presented is that the certificate contain the variations in a single phrase, such as: “Giuseppe Rossi or José Rossi”.
According to Zago, the current model has no technical justification. "It would be enough to reintroduce the old format, which accepted as many variations as the citizen needed, all gathered in a single CNN," he states.
The certificate is one of the documents required to prove that the applicant never became a Brazilian citizen. Without it, it is not possible to proceed with the Italian citizenship recognition process. Therefore, the Italian-Brazilian community considers this a serious flaw.
